Should there be another house of Congress?

I have heard a simular idea before, a website that Citizens would go to or mailed out ballots to your home, all proposed laws would be voted on in each district, also Citizens could make proposals and if they became popular they could be voted on, we have 64 bit encryption, and there are other safegaurds and checks that could be employed in the system, Senators and Representatives should vote as the majority of their districts vote or they would be subject to recall, this is a great idea in my opinion, with this we would truly have a Government that represents the people, voting in the system should be mandatory for all Citizens, info packs to read up on all proposals could be sent by email to all Citizens several weeks ahead of a vote, discussions could flourish, then a vote with a majority winning. This would end the need for Lobbyist and money in Politics as the Citizens would really have the last word in matters, we should do this.
