Can I roof over shingles?

I want to re roof over a valley that is leaking. The valley is very shallow. I was wondering I was able to re roof over the existing roof that was just installed. Would I be able to roll roof or use Self Adhered Membranes over that small portion of the roof without tearing up freshly placed shingles? Are there anymore options for this?
